I noticed that several HighPoint U.2/U.3 NVMe AICs provide four physical ports, yet support up to 8 SSDs. The available cables accessories appear to support 2 drives each. Is it possible to get full performance from both SSDs attached to the same cable?

This is possible. Each of the card’s four ports can provide up to x8 lanes.
Cables with two connectors can provide up to x4 lanes per device connection
Cables with a single device connector (such as SFF-8643 or SFF-8654) provide x8 lanes
