Can the RocketMate 110 be used with a 2019 Mac Pro?

This is possible. However, the Mac Pro’s USB Type-C ports will limit performance to 10Gb/s:

Is 20Gb/s possible if I pair the RocketMate 110 with a RocketU 1411C USB controller?

No, this is not possible with these platforms. Unfortunately, 2019 Mac Pro systems cannot support RocketU 1400 series HBA’s.
